Applying for PLD across multiple providers in a cohort

If you would like teachers to participate in PLD across multiple providers, please submit one application per provider that you intend to enrol with. This ensures that a unique ARN is created for each provider, as the same ARN cannot be used to enrol with more than one provider. 

Information on PLD for structured approaches to literacy & te reo matatini

This PLD will support teachers to use structured literacy approaches including: oral language, phonemic knowledge, systematic synthetic phonics teaching and knowledge for decoding and spelling, handwriting, vocabulary, morphology, syntax, fluency, text structure, writing, and comprehension.  

Since SLA & RRāTā PLD first became available in 2024, demand has been strong and reach across the sector has been significant. The current approach has enabled us to exceed our national target of teachers trained through this initiative.  

Places for SLA | RRāTā Y0-8 PLD will be prioritised for teachers and schools who have not yet had access. Priority will be given to schools and kura with no previous participation, Years 7–8 teachers without prior PLD, Years 0–6 teachers who have not yet participated, and those identified as highest need by regional teams. 

As this PLD has now been widely accessed, we are moving toward a new phase of literacy PLD that is focussed on embedding and sustaining effective practice.    

 This involves:  

  • ongoing, but limited, access to foundational SLA PLD for prioritised teachers 
  • beginning new PLD around Literacy Leadership from 2027 and,  
  • additional learning opportunities that build on foundational SLA knowledge and the English Learning area

Eligibility criteria

SLA and RRāTā PLD is accessible to:

  • Full time or part-time teachers
  • Principals and Tumuaki
  • Staff employed on a Limited Authority to Teach (LAT)
  • RTLit/RTLB, reading recovery teachers and other specialist staff attached to the school
  • Regular relieving teachers

From Cohort 9 beginning in 2026, priority will be given to teachers and schools who meet the following criteria: 

  • Schools and kura that have not engaged in SLA or RRāTā PLD, with places prioritised based on greatest need
  • Years 7–8 teachers who have not yet accessed SLA or RRāTā PLD, even where their school has previously participated
  • Years 0–6 teachers without prior access

All state and state-integrated schools and kura nationwide with teachers of Years 0 – 8 who meet any of the above criteria are welcome to apply. If a school already has teachers trained in structured literacy approaches, this does not exclude the school from applying for this PLD for their untrained teachers.

Structure of the PLD

PLD will be delivered over three school terms and comprises the following as a minimum over two phases:

  • Core delivery: 3 full day facilitated workshops, and 4 communities of practice (over one term)
  • Maintenance and support: 4 communities of practice (over two terms)

The delivery of PLD can include face-to-face and/or virtual/remote delivery, and will run in cohorts. For the 2025/26 school years, cohort details are:

Approved Providers

The following providers have been approved to deliver PLD for schools and kura who have been approved to participate in PLD for structured literacy and te reo matatini approaches.

Schools and kura approved for PLD will need to contact their chosen provider directly to enrol. Providers will require the approved funding application reference number (ARN) to accept enrolment – the ARN can be found in the approval confirmation email.

Schools and kura will need to ensure they have enrolled with their chosen provider by the deadline – refer to key dates below for enrolment deadlines.

If you are unable to enrol with a provider, please contact pld.enquiries@education.govt.nz to have your application waitlisted. If you do not inform the Ministry, your application may be cancelled and you will need to reapply in the next cohort.

The following are FAQs on eligibility criteria and future cohorts in relation to structured literacy approaches PLD.

Why has an eligibility criteria been implemented to prioritise applications from Cohort 9?

Most teachers in Years 0–6 have already had access to foundational PLD through Cohorts 1 - 8, with 89% of eligible schools and kura having participated. The uptake has exceeded our expectations, and we have already met our national target of 21,000 teachers trained through this specific initiative. As a result, we are now prioritising access for schools and kura who need it most. This approach ensures remaining access is delivered in a deliberate and equitable way.  

Will there be further opportunities to apply for this PLD after Cohort 9?

From 2027, SLA PLD will shift to a more focused model, with limited places available each year. One cohort will be delivered each year in 2027 and 2028, with delivery starting in Term 1 (Cohorts 10 & 11). The same eligibility criteria as Cohort 9 will apply, focusing on schools and kura who have the highest need. Additional learning opportunities are being explored for teachers who have already completed foundational PLD, particularly in areas such as writing, tuhituhi, and assessment practice. 

Funding

PLD costs will be paid directly to providers by the Ministry.

Funding for Teacher Release Days (TRDs)

Teacher release funding will be provided for the 3 full day facilitated workshops and paid to schools and kura directly in the third term of the PLD.

Teacher release funding will only be provided for participants that are full-time or part-time teachers, and staff employed at the school in a Limited Authority to Teach (LAT).
